I know that Dusty became the booker in JCP in September/October 1984 and left Championship Wrestling from Florida after an 11 year run, but it seems that he and Manny Fernandez won the belts very shortly after Fernandez's debut..
Here are Manny's matches before winning the belts...

Manny Fernandez defeated NWA Tag Team Champion Ivan Koloff
Greensboro, NC - Coliseum - October 20, 1984
Dusty Rhodes/Manny Fernandez defeated NWA Tag Team Champions Ivan Koloff & Don Kernodle (w/ Nikita Koloff) to win the titles in a steel cage match when Fernandez pinned Koloff after Rhodes hit Koloff in the back of the head with the champions' own foreign object as Koloff had a sleeper applied, with Fernandez then falling on top for the win. Late in the match, Fernandez hit a splash off the top of the cage onto Koloff; after the contest, Ivan & Nikita attacked Kernodle and double teamed him for several minutes until other wrestlers and officials pulled them away; eventually, EMTs and Kernodle's parents climbed in the ring to check on him and Kerndole was taken backstage on a stretcher.
They teamed only twice before "earning" a title shot!

Looking over the matches listed. I always thought Wahoo beat Steamboat for the US title. Why did they have a tournament for the US belt??

Wahoo McDaniel vacated the US title shortly after winning it. In early July, I think that they made an announcement on TV that the title was vacant.
Tully Blanchard interfered in the title change match (late June 1984) when Wahoo beat Steamboat on June 24, 1984 in Greensboro.
On October 7, 1984 Wahoo beat Manny in the final.
Greensboro, NC - Coliseum - June 24, 1984
Wahoo McDaniel pinned US Champion Ricky Steamboat to win the title after NWA TV Champion Tully Blanchard ran out with a steel chair, swung at McDaniel, with McDaniel ducking and Blanchard hitting Steamboat instead; McDaniel then cleared Blanchard from the ring and made the cover.
Wahoo's last match as champ before he was stripped

it happened that way either because Windham and Rotundo bailed on them or it was just another example of Dusty putting himself ahead of everyone else.

Interesting, were Windham and Rotundo being groomed or pictured as the next tag team to run with the titles?
On a side note I was more than ok with guys coming together to challenge for tag belts and especially regional or non "World" title holders trying to take a crack at becoming a "World" champ.. But once you reached the pinicle of tag team wrestling AKA the "World" belts I never liked to see said "World" champ challenging for in my mind a lesser title ie a TV or US belt. And in my dream World lol the "World" tag champ/champs should have been to busy defending their prestigeous title to even be considered a challenger to another "World" title.

from a 13 year old perspective in 84 i thought that they won the belts pretty fast for a make shiftteam as well, but it was believable. Manny was getting probaly the best push that he got in the territory as well. Even with rude.

I thought they were a very popular tag team but did not defend the belts enough.
They should have defended it at Starrcade 84 also.
