I just watched a match where in the beginning it was going to be Greg Valentine vs. Dick Slater. Both were in the ring ready to wrestle. Roddy Piper comes out and Slater is forced to leave the ring and is replaced by Roddy Piper... Was this after Starrcade'83? Anyone know the date of this match? Thanks for any info..

After rewatching it I heard the announcer speak of their dog collar match at Starrcade so it was definitely after. I'm still wondering about the date it occurred... The ending had Slater attacking Piper and he and Bob Orton Jr. destroying Valentine.

Yes, it was after Starrcade '83. The whole situation played out on the 1/7/84 tv with two sets of footage shown.
First there was a clip of what was to be Valentine vs Piper, the main event match from the tv taping that was used for the 12/24/83 tv (approx mid December - IIRC Shelby, NC on 12/13/83). Piper is late so Dick Slater issues a challenge, but then Piper arrives and is attacked by Slater while Orton attacks Valentine.
They then showed clips of Valentine defending the US title against Slater in a match from the tv taping that was used for the 12/31/83 tv (Shelby, NC 12/22/83) with Orton helping Slater to win the title.
Within days Piper was gone for the WWF, Slater was challenging Ric Flair to set up a main event at the taping used for the 1/14/84 tv (Spartanburg, SC 1/4/84) which saw Slater controversially "defeat" Flair and instigate his claim - supported by a replica title belt - to be the new NWA champion (footage of the match aired on the 1/21/84 tv), and Orton began regularly teaming with Don Kernodle setting up a few months reign as World tag team champs. And when he won the US title from Valentine, Slater gave the Mid-Atlantic title to Ivan Koloff which imho was - with him dropping it to Angelo Mosca Jr - the beginning of the end for that belt's importance. Slater's US title win was reshown, with the locker room interview where he gave the MA belt to Koloff, on the 1/14/84 tv.

Was this the incident that caused Valentine's short face run?

It was, and one of Valentine's last matches before leaving was a TV Title tournament loss to Slater which aired the weekend of 3/3/84.

Is any of this footage available on You Tube?

Having seen the footage and the episodes of WWW from December 1983 and having the chance to compare the audiences, I'm 99.9% certain that the two matches came from different tapings, the Piper/Valentine angle happening on the taping that provided matches for the 12/24/83 broadcasts, and the title change happening on the taping that provided matches for the 12/31/83 broadcasts.
That said, I've just seen this: http://www.midatlanticgateway.com/2015/12/slater-wins-us-title-from-valentine.ht ml
That confirms the date of the US title change, and differs from the info in Clawmaster's list:
12/13/83 Shelby, NC(TV)
Dick Slater beat Greg Valentine to win NWA United States Title
Unfortunately, date and venue info for the 1983-86 tv isn't easy to verify - although a number of clippings, newsletters and watching the shows has helped. If more clippings for the Shelby Rec Center shows were available, the taping dates would be confirmed. It is most likely that the angle was taped 12/13 and the title change was taped 12/14.
