Would the fact that Knoxville is in a separate time zone a factor as well?  I can see where Jarrett saw things just being fine with no need to tinker with the loop.

 I doubt the time zones made that much of a difference. Listening to Ron Fuller on his podcast, the wrestling war in 1979 pretty much burned the town down. In the early 80's, Mulligan/Flair & Barnett all tried to run with no success. It remained pretty much a dark town until '85 when Fuller came back. Jerry Jarrett had a successful territory in west Tennessee so why try to gamble on something not broken.

Knoxville being a burned town and not wanting to fool with what wasn't broken was likely the prevailing logic. After Watts 's UWF collapsed, I would have expected Jarrett to move into Little Rock and Jackson MS before taking on any more cities into the loop.
