I always felt that the Bushwackers emergence on the WWF scene ended the booking of the midgets. The Bushwackers were now the official comedy act of the federation.

"You can't even say a comedy team. Them two, the Bushwhackers, are the toughest sons of b***es I've wrestled. I used to hit Luke and Butch, and there's a little bit of age difference there, and I'll tell you one thing, they never complained."
- Brian Knobbs, in The Sheepherders' profile in The Pro Wrestling Hall of Fame: The Tag Teams.
The time was right to turn George Steele and it got over. The heel run pretty much ran its course. I recall George Steele doing a face shot or 2 as Dusty's partner in GCW v Ole & Koloff. Gordon mistakenly called him Lance " The Animal " Steele.
VKM was fond of out with the old and in with the new. Giving wrestlers new names and gimmicks he created. Sheepherders we're great old school, Bushwhackers cartoon appealed to his new children fan base and adults? who bought t-shirts, dolls ect . which made money
Fans enjoyed having their heads licked. Don't know what that says but it must say something
Turning George Steele babyface now that was a crime against wrestling. Lol
Both the Sheepherders and heel George "The Animal" were to violent for the family friendly wrestling Vince was now promoting so they needed to be repackaged.
The Sheepherders were always goofy. Go back and watch their pre-WWF promos or matches that aren't blood fests. You don't have to squint to see the Bushwhackers.
Two guys late in their career who could put people over got a gig making more money then they probably ever had in their careers. I say good for them.
If they were going to do that they were far better off being in the WWF then WCW during that time period.
