I can't believe no one has mentioned it yet, but to me it's hands down Jerry Lawler.
Regardless of if he was a heel or a babyface Lawler could crack up an audience and verbally roast his opponents.

I remember once on an episode of World Championship Wrestling on WTBS Murdoch called the audience "a bunch of kayfabers" this is hilarious because most of the audience would have had no idea WTH Dick was even talking about.
I'm sure the boys in the back got a big kick out of it.

There were so many funny ones in the Attitude Era:
The Rock hands down was the funniest.
Chris Jericho, Edge, Triple H was quite funny at times.
Kurt Angle with his clueless nerd persona.
Also John Cena was very funny.

Stevie Richards/The Blue Meanie/Super Nova with their parodies (Bluedust, KISS, BWO, etc.)
Exotic Adrian Street's songs were very funny.
Al Snow with The Head in ECW and WWE. While everybody was treating the Montreal Stupidity as a tragedy, Al was the first with the guts and brains to call it out as a farce. At ECW November to Remember 1997, he cut a promo where he said, "I didn't screw The Head. THE HEAD SCREWED THE HEAD!" Even Scott Keith thought it was funny.
"Well, well, well, it is I 'The Quintessential Studmuffin' and a damn handsome man, Joel (INSERT INAPPROPRIATE COMMENT ABOUT HIS SEXUAL PROWESS HERE!) Gertner.".
MICK FOLEY~! The Cactus Jack "Flintstones" interview! "I'm Hardcore"! "A Hardcore Christmas"! The debut of Mr. Socko! Yes, he cut awesome serious promos ("Cane Dewey", et al.), but, when Mick was in comedy mode there was nobody better.

Mr Fuji when he was a wrestler. His interviews were absolutely hilarious during his time wrestling for Roy Shire. Fuji was my brother's favorite wrestler and he used to record his interviews with a cassette tape recorder. I still have those tapes and wish I knew how to post them.
Some others that were pretty good Roddy Piper, Jesse Ventura and Don Muraco.
