I realize Afa and Rocky Johnson were family, but they had a tag team Feud on opposite sides in wwf.. was there a storyline reason for them teaming here?

It's 5 years after the tag team title switch Eater... you can't cling to a story that the promoters themselves aren't beholden to continuing, especially that far removed on the timeline.  Even the Allentown faithful who might remember wouldn't be wringing their hands with worry of dissenion.

The Wild Samoans had a babyface turn in the WWF during 1984 as Lou Albano chose Dick Murdoch and Adrian Adonis over them.   And by this point, Afa had stopped being a full-time competitor.  For an independent show, he can be anything at any time.
