Crockett, Vince and cable TV killed the territories and even if they did not do it, they would have died any way.

I do actually think a smaller regional wrestling organization could work at some level now with the right people in charge but since wrestling cant get on tv anymore without the promoter having to buy the airtime it makes it hard to financially keep the ship afloat

It's not just WWE that killed the territories. The territories died from a combination of cable television, VCRs and the overall consolidation of the territories by power players including the AWA, WCW, WWF and Crocket. You'll never be able to repeat your shows in various towns now because of the internet.
Also, old school wrestling was dependent on the suspension of disbelief by the majority of the audience. The WWE made sure that that suspension of disbelief in a wrestling product will never exist again.
You could one day have regional promotions like ROH, but as long as the WWE is around they'll peel the top stars away... You could also continue to have smaller internet promotions, but that's not live wrestling which was the best thing about the old days.
The best thing I can really see happening is a similar product that is more MMA than wrestling. McMahon has killed "wrestling".
