There is no one reason but among the major ones was Hogan's "Retirement" and the Steroid trials. You can find people execs talking online about the WWF bringing in new faces at the time and perhaps going a different direction.
Let's be honest Hogan would typically roll over everyone-once he's beaten the World's most famous giant you have to keep feeding him similar monsters (Listen to Kevin Sullivan)
Bret Hart or Randy Savage for example make a more beatable opponent as a champion, their is the risk of them losing to a Razor Ramon, Ric Flair, Shawn Michaels or the odd huge guy like Yokozuna.
WWF did great by FINALLY tapping a very hot UK market a bit better with Summer Slam when business was hugely down in the states

What happened was that WrestleMania 9 and WrestleMania 10 with Hart in The Main Event did better than the previous two WrestleMania's with Hogan in The Main Event.
And WWF's New Generation did better than WCW with Hogan Flair until some of the New Generation went to help WCW!
Hart was having MVP caliber seasons on an average team that's the way I'd put it.
Hogan's popularity decline and Wrestling's popularity decline happened in general around the same time, same happens in Music very often, styles and big artists climb the ladder, stay there a bit then it goes away for sometime...Then the better ones have a revival or reinvent themselves...

Most Rumbles and Manias were afternoon shows. The Sunday-at-7-or-8 standard wasn't really a thing until 1995.

There is talk of going back to earlier start time for pay-per-views.. or should I say premium Live Events.. in the near future. For the record I always thought the earlier afternoon start times made a lot more sense especially on a Sunday

I mean, the last one started at 5 a.m. Eastern Standard Time. Even locally in Perth, that was "only" a 5 p.m. bell time. That's fairly early. WWE PLEs are now usually on Saturdays as well.
