Yes, there was a working agreement to exchange talent between all the territories. Solie was actually sent to work Georgia during the Georgia promotional war because he was regarded as the best announcer in the business at that time.  
 
I have never heard it said who Solie liked working for better but if I had my guess it would be Florida.


Gordon would, on occasion, come in as guest commentator in Southeastern for Ron Fuller.


After Gordon's gig on TBS came to an end in early 1985 when Ole threw in the towel on the post Black Saturday Georgia promotion and went to work for Crockettt, he became the voice of  the new Continental Championship Wrestling a few months later when Fuller rebranded Southeastern to give it less of a regional feel.


That is correct.. What year did Gordon come in to announce tv for Fuller. Was it 1985 or a little later?

The change from Southeastern to Continental happened mid June 1985.

Was there a working agreement between GCW and CWF to allow Gordon to do play by play for both shows?


It makes sense to me since Georgia and Florida would exchange talent.  I wonder how many saw Gordon's working for Continental coming?

Only way it would have been breaking kayfabe is if he was a heel announcer in one and a face announcer in the other, which would have been interesting.
